Hardware Acceleration disabled?

Hi, I asked about video stuttering in a previous thread, and I think I know why. But I am still looking for a solution and since noone replied here I go again.

When using youtube or twitch, there is no hardware acceleration and the applications often crash and lag. IS there any fix?
